The Gwinnett Village Community Improvement District Board of Directors is seeking a professional security services contractor to provide patrol services within the boundaries of the Gwinnett Village CID.

Sealed Proposals, plainly marked 2017-2018 Gwinnett Village CID Security Guard Services” on the outside of the mailing envelope, as well as, the sealed envelope addressed to the Gwinnett Village CID Office, 1770 Indian Trail Road, Suite 150, Norcross, GA  30093, will be accepted until March 31, 2017 at 2:00PM at which time all RFPs will be publicly opened. Proposer is solely responsible for the cost of preparation of the proposal

Any proposal received after this date and time will not be accepted. Questions regarding proposals should be directed in writing to Robert Michener, Director of Operations, at the office address listed above; or by email at robert@gwinnettvillage.com no later than 3:00pm March 22, 2017. All responses to contractor questions or addenda to this RFP shall be forwarded ONLY to contractors providing their name, email address and contact number to the Director of Operations. Responses to questions will be sent no later than 5:00pm on March 23, 2017 via email only. Proposals are legal and binding upon the bidder when submitted and must be valid for a minimum of 60 days after the close of bid.

The Gwinnett Village CID is soliciting Proposals from private companies to provide security guard services for the District and its business owners.

 

These services are to include the following:

 

  1. Provide 3 unarmed uniformed security officers to patrol/monitor/report activities within the District, in accordance to the post orders. The District will be made up of 3 Zones one for each officer. Note, this can be changed as needed.

 

  1. Security coverage is five days a week, 52 weeks per year, from 9:00 p.m. to 5:00 a.m. for a total of 120 hours per week, generally, but may be flexed. The five days of each week will rotate weekly based on a set 4-week schedule. (see example)

 

  1. The security patrol includes building checks, suspicious persons or activities and

coordination between the service provider and local law enforcement serving the District.

 

  1. Daily report to be filed at end of each shift.

 

A Detailed Scope of Services presently provided by contract are set forth as

Attachment “A”.

 

PROPOSAL REQUIREMENTS

 

The applicant shall submit a proposal to include the following:

  1. Background and Experience of Firm
  2. Experience of the Service Manager/Supervisor assigned to manage the security services contract with the CID.
  1. Approach to training, supervision and other items listed below under “Attachment A”
  1. Cost proposal (please complete attached sheet)
  1. References (minimum of 3)

The Contract with the CID will require that the selected firm commit to the following:

TRAINING:

All security officers are to be properly trained to industry standards and include familiarization with all inside and outside areas of the facilities at the contractor’s expense (where appropriate), familiarization with applicable policies and procedures of the CID, familiarization with the geographic area of the CID area of responsibility and boundaries (see attached Map of the District), emergency response, health and safety training and any other training deemed necessary by the CID.

SUPERVISION:

At a minimum, periodic checks of the facilities and security personnel are required during the patrol period when the security officer is on duty. Such checks should be documented in the daily report.

UNIFORMS:

Hat, shirt, shirt badge, tie, long pants, uniform belt and black shoes, or other such uniform that is acceptable to the CID shall be worn. Outside apparel as weather conditions warrant.

EQUIPMENT:

Supply all equipment necessary for the operations of the Security Officer including: patrol vehicle, daily logs, report forms, flashlights, etc.  Describe the design of vehicles and type to be used in the CID area.  This design and vehicle type must be approved by the CID.  It is the selected firm’s responsibility to keep all equipment in good repair and in working order at all times. Vehicles will be branded with the CID logo and other agreed upon demarcations.

INSURANCE:

Provide types and amounts of insurance as required by the CID as outlined in this RFP under “Insurance Requirements”. Also, the CID must be named as “Additional Insured”.  Please see Page 6 for specific requirements.

LICENSING:

Security Company and all officers to be licensed by the Department of Public Safety or other licensing agencies.  Proof of licensure must be provided and updated in a timely manner if there are any personnel changes.

CRIMINAL BACKGROUND CHECKS:

All security officers shall have been properly screened for criminal background information. These reports shall be provided to the CID before an officer is assigned to work.  Background checks must be conducted annually for each officer working for the Gwinnett Village CID.

LENGTH OF AGREEMENT:

The CID anticipates that the agreement entered into will be in effect from April 14, 2017 through April 30, 2018. During this time period, the hourly costs quoted shall remain intact. At the end of the term, the contract may be renewed by agreement of the parties for an additional one-year period, with a total contract period not to exceed three years.

SELECTION CRITERIA:

The CID shall select a firm based on the following point system:

25%    Qualifications of Firm/Key Staff

25%    Service Approach (training, supervision, etc.)

50%    Value

The CID’s Executive Director and Director of Operations will review proposals upon receipt and interview selected Security Firms. The CID intends to enter into an agreement with the top rated firm. If the CID cannot reach agreement with that firm, the CID will entertain the proposal from the second rated firm, and continue working down the list until an agreement is reached.

Selection shall be subject to a thorough check of references.

The CID also reserves the right to make such inquiries regarding the firm’s qualifications and reputation as it deems necessary to evaluate the firm. The firm may be requested to execute releases to obtain information from third parties. Failure to execute a release upon request may result in disqualification.

The CID reserves the right to reject any or all proposals, to waive technical or legal deficiencies, and to accept any proposal that it may deem to be in the best interest of the CID. An award will be made contingent upon the approval of the CID Board.
